scratch and as above, you would re-rack for your opponent.
You may request and receive a re-rack anytime.
The player that is breaking must break the balls from behind the head
string line. After breaking the rack
of balls, the table is still open until that player, or the opponent, sinks the
next ball to establish the table. The
8 ball is not neutral.
12)
Ball in Hand:
A
foul and a ball in hand to your opponent:
Illegal
aid,
vocal or visual, while a player is still shooting at the table results in a ball
in hand (see rule #15 Coaching).
Any
non-performance shot (Failure to hit one of your balls, stripe or solid, first.)
No split hits. Any ball on
the table not going to a rail (the cue ball or pocketing a ball) after hitting
your object ball, or jumping the cue ball off the table.
Once a foul has occurred, been called and acknowledged, any team player
can call it. It’s a ball in hand
to their opponent. Placing a ball in
hand: Off the break
- Anywhere behind the string
line, any other time anywhere on the table.
Ball must be placed by hand only, nothing else. Unless
you
declare the cue ball
neutral move it & then declare
it live before shooting,
Care should be given in
this area because, any touching of any ball (while placing the cue ball) results
in a foul.
Any
ball off the table (except 8 Ball) will be spotted, your turn is over, and
it’s your opponents turn, with a ball in hand
. Shooting
the wrong category of balls realizing your error & changing back to yours no
penalty, If you are called at any point before

Moving the cue ball accidentally with your hand or your cue (shirt, arm,
leg, etc.), or double hit.
Once a foul has occurred, & been acknowledged (any
team player can call it.) it
results in a ball in hand for your opponent.
14)
Object
Ball Foul:
Altering
the course of any ball
(rolling or movement)
from, or as the result of a shot, is a foul.
f
an object ball has been moved accidentally, it must be moved back to it’s
original position, before any ball goes through that point, if not a foul has
occurred. Ball hanging and dropping
in pocket after (8 seconds) is to be re-spotted where it was sitting at the
pocket and play is resumed.
15)
Coaching:
NO Coaching,
If it’s your players
turn to shoot, end any
conversation with them, as
this could be
considered
a coach, any volunteered information as, it will go! or you still have the seven
ball left when the player is on the 8! Is a coach.
However
you may ask your team captain,
their team captain, or their player whether you have stripes or solids.
You may ask for a ruling on a hit, or what is required on a frozen
ball for a good hit from both team captains, no reference to English,
or where to hit the ball.
You may ask if the table is still open.
You may ask if a foul was committed against you, or ask someone to watch
a hit. TEAM
Penalties for
any questionable actions will
be dealt with severely (from ball in hand to immediate Team Disqualification).
Third party
interference
is not acceptable & should be dealt with by the establishment..
16)
Scorekeeping:
A Team Bye
receives 6 -
Points &
30 - Ball Count.
Team,
name, rank, games must win, player number, balls left on table (By
the loser), winner (AFTER
EACH GAME), and the
winner
of the match. The winning player of
each game advises the scorekeepers,
who won, and the number of balls left on the
Rank
vs. Games Must Win: Reduce
rank by one unless you are playing against a (2), then the games must win column
will be the
same as the rank column. At the end
of the match line, Score 2-points to the winner,
1-point for hill, Or
-0– zero.
That’s
it! Nothing else!
Of course, total the money and your wins on the bottom, place in the
provided envelope, and turn
in
that night. Failure
to do so may result in losing all points
earned.
17)
Scorecard:
Game 1 -
G1 Box, write in total balls left on the table by the loser, mark who won
that game. If you precede the ball

show) (a) Scratch on eight (b) Eight

the end of that line total points ( 0-1-2 ) and who won.
Top or bottom player. On the bottom, total the points, total the money,
sign it along with the opposing team captain, please make any notes or
comments on the scorecard. If
you feel a player rank is too high or low, your team or theirs send a note.
Errors on points, or ball
count, must be corrected by the following week or stand
as being correct. No
exception.
18)
Draw:
If your position is bad and you cannot decide what to do, you may hand
your opponent the cue ball, ball in
hand. Should
they have the same dilemma as you, they in turn hand the cue ball back to you (
3 times ) no shot, it’s a Draw.
Or if you both decide, the game is a draw, re-rack, same person breaks
again. If however, one wishes to
continue, keep shooting or giving up ball in hand, until
both players stop shooting and as above.
It’s a Draw.
19)
New Player: Never
played any league, ladies start as a rank of 2. Never played any league, men
start as a rank of 3.
20)

9 or above = 7) (8 = 6) (7 = 5) (6 =
4) All others come in
as a 3 Rank.
21)
Men (max. 18 points): Putting
a player up should only take a couple of minutes.
Once named it stands unless the 18 point violation
occurs. *Exceeding 18 points, if the first game rack isn’t broken
and the team realizes their error, they may replace the player, no
penalty. The opposing team may
change their player. If the rack is
broken, the match will be awarded to the other team as a default win (2) points,
Zero ball count. Then continue to
next match, both players owe $5.00.
22)
Women (no limit): *Exceeding
double plays just change the player.
At
least 2 women must play per night, and you may play
as many as 5 women per night (*No
Limit).
If you
have any woman available on your team, you may play her twice that night,
or default.
This option may be used up to *3 times a session (each
woman on the team) but not in the play-offs or
any higher level tournament. *(determined by session length)
23)
Slow Play:
In normal situations, the shooter should take no longer than 30
per shot.
Players that consistently take an inordinate amount
of time to complete a shot, should be reported by the opposing team captain.
In higher level tournaments, if this has been a problem in the past, this
may result in a ball in hand for your opponent.
Please advise your players to keep shooting within appropriate time
frames.
24)
Adding or Deleting a Player - Player Quits:
For the first 4 weeks you may replace a player with any other player
regardless of rank.
After that the following apply: You may replace any player who drops out
or quits with
player of equal or less ranking, at any time.
If on the night of play, tell the opposing team captain before the coin
flip and make sure of their ranking.
If you are wrong, the points go to your opponent.
In the space provided for your
comments, put new player replacing old player (Up
to 4
times per team per session).
The player added must have a minimum of 4 matches played with your
team to be able to play in the session play-offs.
25)
Questionable Hit:
Good hit situation or ball frozen
on the rail, ask the shooter to stop, before the shot, get a neutral
party to call it, or someone
you both agree upon.
If a ball is declared frozen on the rail by your opponent (or you), you
must either drive it to another rail or after hitting the object ball, the cue
ball can hit the same
rail or another ball goes to a rail.
26)
Defaults:
Team
6-points 30-ball count:
Player
2-points 6-ball count No one shows. (Ten minute grace period)
List three players
on scorecard, mark default opponent, $5.00 for each win. Should you not have
enough players, the team with players present gets the default wins (Up to 3).
Defaulting team owes
$15.00 minimum on their total, (2) show and play,
$5.00 additional, (3 players mini
mum) on defaulting team. Not
showing up the last 4-weeks may result in your teams disqualification from the
play-offs & all individual awards (minimum due $20.00). 85%
of the total matches scheduled must be played & paid for or a team can face
Disqualification from all tournaments.
27)
Cancellation: While
a 10 hour notification would be normal, a rapid change in
weather conditions or health risk could alter
that which is normal.
To cancel a match, call the league director a.s.a.p., in turn the team
you are scheduled to play will be notified a.s.a.p. The match should be played
the following regular night or before.
If you are uncomfortable with weather conditions or health risk consid
erations,
do
not attempt
to participate in match play that evening.
28)
Sportsmanship:
Observe common courtesy.
Un-sportsman like conduct can and will get you suspended.
Intimidation tactics (Vocal
or otherwise)
will not be tolerated.
When your turn is over, please move back from the table and let your
opponent shoot.
Derogatory
comments made toward your player should be noted on the scorecard. If a
league official hears such a comment it will result in the following:
1st offense ball in hand to the player: 2nd
offense loss of game, 3rd
time loss of match & the 4th
time you’re suspended, remember it’s the one that’s heard.
The Establishment supercedes any rule of the 3 & 2 Pool USA league.
Example:
If you are barred from there, resolve it with management, or stay out. Fighting
results in suspension.
29)
Other Resolutions (Any Problems):
If something is up in the air, let the team captains resolve it.
If we have an impasse, the home team captain will flip a coin, opposing
captain calls it, AND IT’S FINAL!
